Job Description
Responsible for managing end-to-end HR operations at the plant level, including bulk recruitment, statutory compliance, labour law adherence, training & development, and audit handling, ensuring smooth workforce management and a compliant, productive plant environment.
Key Responsibilities
Recruitment & Manpower Planning
Plan and execute bulk recruitment of shop-floor workers, operators, and staff to meet production manpower requirements (spinning frames, ring frames, garment stitching lines, etc.).
Coordinate with local labour contractors, manpower agencies, and ITIs/colleges for sourcing workers in volume, especially during peak season or new line expansions.
Manage manpower budgeting and headcount planning in line with production targets.
Conduct walk-in drives, campus recruitment, and village-level sourcing camps for bulk hiring of operators and helpers.
Oversee onboarding, induction, and joining formalities for large batches of new hires.
Labour Law & Statutory Compliance
Ensure full compliance with applicable labour laws — Factories Act, Industrial Disputes Act, Minimum Wages Act, Payment of Wages Act, ESI Act, EPF Act, Maternity Benefit Act, POSH Act, Contract Labour (Regulation & Abolition) Act, and state-specific Shops & Establishment Act.
Maintain statutory registers, licenses, and renewals (Factory License, Contract Labour License, etc.).
Handle PF, ESI, bonus, gratuity, and other statutory payments and filings in coordination with the finance/payroll team.
Liaise with labour department, factory inspector, and other government authorities for inspections, renewals, and grievance matters.
Manage contract labour compliance, ensuring principal employer obligations are met for outsourced manpower.
Compliance & Audit Handling
Lead plant readiness and documentation for social compliance audits (BSCI, SEDEX/SMETA, WRAP, Higg Index, customer-specific audits common in garment exports).
Ensure compliance with buyer codes of conduct (especially for export-oriented garment units) covering wages, working hours, safety, and worker welfare.
Maintain audit trail documentation — attendance records, wage registers, safety records, grievance logs — ready for internal and third-party audits at all times.
Drive corrective action plans (CAPs) post-audit and track closure of non-conformities.
Conduct periodic internal compliance audits/mock audits to pre-empt gaps before external audits.
Training & Development
Design and implement induction training programs for new operators covering machine safety, quality standards, and code of conduct.
Coordinate skill development and on-the-job training programs in partnership with production heads to improve operator efficiency and reduce attrition.
Conduct POSH (Prevention of Sexual Harassment) awareness training and ensure Internal Committee (IC) is active and compliant.
Organize refresher training on safety, fire drills, and statutory awareness sessions.
Track training effectiveness and maintain training records for audit purposes.
Employee Relations & Welfare
Handle grievance redressal, disciplinary actions, and worker counseling at the plant level.
Manage canteen, transport, crèche, and other statutory welfare facilities as applicable under the Factories Act.
Liaise with worker unions/committees (where applicable) to maintain harmonious industrial relations.
Monitor attendance, absenteeism, and attrition trends, and implement retention strategies for shop-floor staff.
HR Operations & Payroll Support
Oversee attendance management, leave records, and shift scheduling for plant staff and workers.
Coordinate with payroll team to ensure accurate and timely wage disbursement in compliance with minimum wage notifications.
Maintain HR MIS — headcount, attrition rate, absenteeism rate, training hours, compliance status — and report to plant head/corporate HR.
